The aim of this bachelor thesis wis to describe the municipality and municipal authorities within their delegated and autonomous power and to define basic terms associated with this topic. The thesis introduces the czech system of public administration to the reader and describes its history and development. The theoretical part of the thesis also describes the most important legal and economic aspects of the delegated and autonomous power of municipalities. The aim of the practical part was to focus on the municipality of Lišov, to describe the concrete municipal authorities and their performance of delegated and autonomous power for the observed period of the years 2010-2019, to describe the specific activities and their development over time. The thesis focuses on specific legal-economic aspects, such as concrete incomes and costs and analyzes their development.

Separate power of communities and regions and supervision Abstract The diploma tries to find the basis of territorial self-government, criteria differentiating territorial self-government and the state and state administration, identify the content of self-government, fulfilment of separate power, supervision and control of separate power, obligation to fulfil of self-government and point out some problematic issues of self-government, relations of self-government and the state and territorial self-government units to each other. The first part of the thesis focuses on the basis and constitutional foundations of territorial self-government, including reflection on the question of whether territorial self- government is an essential part of a democratic rule of law and whether it is an expression of decentralization of public authority. It also deals with the holders and executors of territorial self-government in individual territorial self-governing units. It focuses on the distributions of power between the executors of territorial separate power in individual territorial self-governing units. Generally Binding Regulations of Municipalities in Practice

This work is focused on generally binding regulations of municipalities in practice. The topic is very important for the correct functioning of municipalities in their areas of responsibility. The goal of this thesis is to analyse generally binding regulations of municipalities and the proposal and approval process. This thesis compares three municipalities: Zliv, Lišov And České Budějovice. These municipalities were chosen to compare small, medium and large towns where local fees regulations differ. The local fee regulations are compared among the three municipalities and their differences are emphasized. Another goal of the thesis is to recommend how to improve current regulations of the municipality of Zliv. Therefore SWOT analysis is used. Specifically, a SWOT analysis which evaluates measures municipalities can and cannot do, together with taking into account all potential opportunities and threats they face. The analysis outcomes lead to recommendations for further improvement.
State supervision of local government

This thesis is dealing with the theme of States supervision of local governments and aims describing of the system and theory of the process of the supervision and control of local government units as one of the main features of modern democratic society. Big impact of mainly legislative activities of municipalities and regions on lives of the citizens is actually the main reason why state has to supervise it. The first part of the text I devoted to a theoretical introduction. I am trying to describe basic concepts necessary for whole work. After that I mentioned legislation which lays the foundation of whole problematic and determines what is supervised, by who it is supervised and how. In next part I specified the subject of the states supervision and by that partly subject of this thesis, which mainly is legislative activity of local governments. In following part I was writing about different phases of the supervising relation between supervisor and supervised body. For better illustration, I used a few examples and practical information about communication between them and what results it brings. Creating of Municipality Enactments

The Bachelor thesis deals with creating of municipality enactments, it means the authority of village to create generally binding regulations and community regulations. The theoretical part introduces the reader to the area of public administration, explains the basic terms as well as the rules and mentions its structuring into the state and local government. It also defines the status of municipalities in the area of public administration and describes scopes and competences of municipal authorities in connection with creating municipality enactments. The largest part of work is delimited for municipality enactments, their structure, procedure and rules of issuance. And last but not least it deals with inspection and control of generally binding regulations and community regulations. The practical part deals with creating municipality enactments of municipality called Slabce, it is situated in the Central Bohemian Region. The village is briefly described here at first and then the work is focused on generally binding regulations effective in the present day. This thesis describes the position of local government units in the Czech Republic. It focuses mainly on decision regional bodies makers in delegated force and separate force. The theoretical part describes the basic concepts used in the work, decision making in public service and regional development and local government in the European context. The analytical part characterizes different regional bodies. They are evaluated in terms of its scope and powers of decision. There are identified risks that may arise from this organization. The system of organs is presented on the example of Region in the current election period 2008 - 2012.
The independent and delegated competency of municipal government authorities

The aim of this thesis is to compare self-governed and delegated competence of municipal authorities in municipalities with extended powers and municipalities with authorized municipal office. At the same time I have researched the economical benefits for the budget of municipalities with extended powers and possibilities of financing execution of matters under self-government in municipalities with authorized municipal office and in municipalities with extended powers.
The Influence of Increase in Number of Inhabitants on the Tax Revenues of City of Brandýs nad Labem

The purpose of this work is to analyse dependence of tax revenues on a number of inhabitans and to demonstrate it on the example of the particular municipality and to compare the acquired data with the national average. In the first part possible sources of financing are defined and tax revenues development is described. In the second part I focuse on a selected municipality with regard to certain characteristics of tax revenues and the number of inhabitants of this municipality. In the third part the detail analysis is carried out that examine dependence of tax revenues on number of inhabitants and provides a comparison of analysed characteristics of selected municipality with data applying for the Czech Republic.
